Peter has decided he is going as a radish. That is the whole problem and the whole charm of this one: he is so pleased with his own costume that he spends the entire book helping Flopsy, Mopsy and Cotton-tail settle on theirs, and only afterward notices that time is running out for his.

It is a Halloween story with nothing frightening in it, which is exactly what you want for a two or three year old who has just worked out what costumes are. What it is really about is helping the people around you first and trusting that it works out, and it does.
